30/07/09 - Decision Meeting 28th July 2009
Members of the
Regulatory Planning Committee voted in favour of the planning
application for the Proposed Waste Centre at Lower House Farm. All of
the Conservative members (6 in total) voted in favour of the scheme,
with 4 Councillors voted against and 1 abstaining. This decision is
deeply disappointing.
I would like to say
a big thank you to all the 60 or so who came to support the 'No To Waste
Centre' campaign at Shire Hall and all of you who have supported the
campaign over the last 12 months. Special thanks are needed for Steve
Turner, Chairman of WECA who has put in a valiant effort on this
campaign.
We would say that
we are appraising the planning meeting and its decision and taking
advice on our future action. We will keep you all informed of the latest
developments.

Information just received.....
We have
been told by the Case Officer at WCC Sue Broomhead that the Routeing
Agreement (proposed by the applicant to address road concerns taking
traffic approaching the A5 Dordon Island from the M42 end to Grendon
Island to perform a U-Turn) has not been accepted by Highways Agency and
now does not form part of the application.

they now require.
They would
want the 2 lanes approaching the Island coming from Grendon toward M42
reduced to one lane to aid the turning of HGV's......as you will see
they do not address the problem of 55 foot bulk waste HGV's turning
right at A5 Dordon Island!
Above is bulk

Tamworth - as you can see from the photo the vehicle is taking up most of
the junction by carrying out a right turn.

Firstly the preliminary
report from the Case Officer was put before the Regulatory Committee at
Warwickshire County Council earlier today for members to vote on whether
they felt a site visit was necessary and the motion was heavily
supported in favour of a site visit.
The site visit will take
place on Monday 20th July at 10.00-10.30am, where Committee
members will visit the proposed site, the existing site at Grendon and
the surrounding villages of Wood End and Dordon.
Secondly, WECA (Wood End
Community Association) are holding a meeting on Monday 6th July at
7.30pm at Wood End Village Hall, where
amongst other items the Application for the proposed waste centre will
be discussed, people will be updated on the latest developments and we
will discuss our strategy for the Decision Meeting which takes place on
28th July.
Members of local Parish
Councils are also invited to attend this meeting to discuss our
co-ordinated approach to July Meeting.
As mentioned above the
Decision Meeting is still scheduled for Tuesday 28th July 10am at Shire
Hall, Warwick. We very much intend to take a coach or two, anyone who

CHANGE OF DATE FOR DECISION
MEETING
Not another delay I hear you
all groan, but honestly this one is good news!
Following discussions
at latest WECA meeting, it came to our attention that due to County
Council Elections on 4th June, members of the Planning Regulatory
Committee can change (ie some current members may not get re-elected)
and as the selection meeting for the new Committee was not until 23rd
June (1 week before the decision meeting on 30th). We decided to query
this with WCC and request the decision to be postponed until the July
meeting, to give new members the chance to become familiar with the site
at Lower House Farm.
We have now had a response
back from WCC to say that although all the paperwork is prepared, they
will mention the application at the 30th June meeting, invite all new
Committee members to attend a site visit and the application will be
submitted in full to the July meeting for a decision.
July Meeting is on 28th July
and we plan to take a coach or two, so please email to book a seat.

Just
received news from Sue Broomhead at Warwickshire County Council - the
application for the proposed Waste Centre at Lower House Farm will be on
the agenda of the 30th June 2009 Planning Regulatory Committee
The application
will be heard at the June Planning Committee Meeting At Shire Hall,
Warwick on 30th June
Planning
Committee meetings are held at;

They start at 10am and usually last 2 or 3 hours. The public can attend
but there are only a limited number of speakers permitted.
We would like as
many as possible to attend the meeting and intend to make our voices
heard to all attendees of the Meeting. If possible please could you
indicate if you are able to attend the meeting and please let us know if
anyone requires transport.

Due to
ongoing discussions between the applicant, Warwickshire County Council
and the Highways Agency regarding concerns over transport links to the
site - the application will NOT be on the agenda at the Planning
Regulatory Committee on 17th February.
We have
been told that the application will not rescheduled until a satisfactory
conclusion can be achieved regarding traffic concerns.
Watch this
space -as soon as any further developments occur they will be put on the
website ASAP.
19/01/2009 - North Warks Borough Council
On Monday
night the Planning Board of North Warks Borough Council again looked at
the application in light of the amendments and AGAIN they have put
forward a formal objection to the application. They have gone as far to
recommend that they believe no development of this nature is built on
the site due to continued concerns over traffic and the suitability of
the site.
As you are
all aware it is Warks County Council who get the final say, but
Councillors from North Warks Borough Council were keen to put forward
their dissatisfaction that their concerns were not addressed by the
Applicant.

12/01/2009 ** IMPORTANT**
I have received an
email (late Monday afternoon) from the Planning Officer at Warwickshire
County Council.
The application
for the proposed Waste Transfer & Household Waste Recycling Centre at
Lower House Farm will NOT
be on the agenda at the January Planning Committee meeting on 20th Jan.
The reason for this is
that the Highways Agency report has still not been formally submitted in
writing. It is likely that it will be on the agenda at the Planning
Committee meeting on 17th February instead.
Due to amendments
being made to the application, the application must be put before North
Warwickshire Borough Council again. It will be on the agenda on Monday
nights meeting (Monday 19th January 2009 at Council Offices, South
Street) It would be really good if we can again make our voices heard
and show Local Councillors the strength of feeling on this matter. Those
wishing to attend please meet in Public Car Park behind Council Offices
at 5.45pm - bring banners, posters etc.
06/01/2009 - Planning Committee
The
application will be heard at the January Planning Committee Meeting At
Shire Hall, Warwick (Tuesday January 20th)
Planning

Although
we are aware that Warwick is a bit of Journey, but we would like as many
as possible to attend the meeting and intend to make our voices heard to
all attendees of the Meeting. If possible please could you indicate if
you are able to attend the meeting and please let us know if anyone
requires transport.
Although
the Highways Agency report has not yet been submitted in writing the
Case Officer has been given the contents verbally and we have been told
that the Applicant (I.e. Warwickshire County Council) have made the
following suggestion to the Highways Agency - They propose that HGV's
accessing the site from Tamworth side travel down the A5, straight over
at Dordon Island and go to Grendon Island where they can turn round and
come back to Dordon Island and turn left, therefore eliminating the need
for right turn at Dordon which they accept will be a dangerous
manoeuvre. This could be written into Haulage Contracts.
Of course
those of us with common sense will see that this doubles the amount of
traffic at Dordon Island (HGV's will have to cross the island once to go
straight over and again to turn right) and that is the 'cheap option'
instead of moving and/or widening the A5 Dordon Island.
It is not
too late to email/write to your local Councillors' reminding them of
your concerns, especially in light of the suggestion of increasing HGV's
movements across A5 Dordon Island!
03/12/08 - Amendments to
Application
Warwickshire County Council have submitted Revised Design and Access
Statement and Revised Drawings. The amendments to the proposals at Lower
House Farm include:-
1. They
have reduced the yard area by 5 metres in width to bring the site
footprint closer to what the current hardstanding footprint is now i.e.
the area that has planning permission for fellmongering.
2.
Removing the proposed overflow traffic queuing loop for peak time
traffic to again reduce size of overall development.
3.
Reduce height of Main Building from 16 metres high to 13 metres high.
4.
Introduce 'some' road widening to Lower House Lane from Lower House Farm
to the A5 Island. However no drawings indicate where this may take
place.
5.
Details of what and where signage will be located to advertise and
enforce reduction in speed from 60mph to 40mph.

26/10/08 - Delayed Date of Committee Meeting
The
latest news from the Planning Officer, Mr Richard Forbes, at
Warwickshire County Council is that the Highways Report on the
application has still not been received by W.C.C. which is needed before
the Case Officer can write his report for the Planning Committee Meeting
- therefore it is very unlikely that the Application for the proposed
development at Lower House Farm will be discussed at the Planning
Committee meeting on November 18th.
Due to
the outstanding reports and the time it takes to produce the Case
Officers report, it is now most likely that the Proposed Development at
Lower House Farm will be discussed at the Planning Committee Meeting on
January 20th 2009 at Shire Hall, Warwick.
GOOD NEWS - There is now more time to ensure that everyone who
wishes to comment on this application now has the time to make sure they
post or email their comments to Mr R Forbes at Warwickshire County
Council - Please ask all neighbours, friends, work colleague, family if
they have commented and if not tell them it is not too late and get
commenting!!!
As soon as a
definite date is known, the website will be updated and in the meantime
if I or anyone else has any further updates please let us know. We will

13/10/08 - North Warks Borough Council Meeting
A big
THANK YOU to all who were able to attend the 'protest' outside the North
Warwickshire Borough Council Offices, Atherstone on Monday night. NWBC
were hold their monthly planning meeting and although the application
for the waste centre will be decided by Warwickshire County Council,
item No 1 on the agenda was the Borough Council's response to the
proposed Waste Centre as they are 'consulted' under the County Council's
planning process.
North
Warwickshire Borough Council formally objected to the planning
application, with the local Councillors stating their concerns -
which were mainly traffic related. It is good news for the campaign but
we can not be complacent!!! Keep sending those objection letters in!
So far
some 250 objections have been received by Warwickshire County Council.
